Open up posting for guests per forum: In admin CP, left navigation frame:
User Groups
Forum Permissions
From there, choose the bold forum(s) you want to allow guest posting and click [edit] next to Unregistered / Not Logged In. Look for Can post new threads change that to yes, and Can reply to own threads -yes again, and any other permissions you want to give them (but I\'d limit it to only those two).

В связи с бурным обсуждением этой темы - ответ на свой вопрос написал сам.... По ходу возникла проблема - гости в зарегестрированых пользователей по-умолчанию оказывались в черном списке... Поэтому = может кому-то пригодится: http://www.vbulletin.com/forum/showthread.php?s=&t=44621&page=2&pp=15
